Proposed Regulations and Fee Schedule
At its Aug. 17, 2026 meeting, MCC voted to move forward with the Proposed Amendments to the Regulations, which are currently going through the formal rulemaking process required by Nebraska law. Until the rulemaking process is completed and the regulations become effective, the Commission will continue operating under the current licensing and renewal structure, including the current six-month renewal schedule.
Anticipated Timeline
Fall 2026 (October–November): Following the hearing, MCC staff will compile the public comments and present them to the Commission for review as soon as practical. Depending on the comments received and any changes made to the proposed regulations, additional rulemaking steps or another public hearing may be required.
Late 2026 (November–December): The Commission is scheduled to consider the rulemaking package at its November 16, 2026, public meeting. If the Commission votes to adopt the regulations, the rulemaking package will be submitted to the Attorney General’s Office for review and, following the Attorney General’s approval, to the Governor for approval. If approved by the Governor, the regulations will become effective five days after approval, as provided by law. Following the required approvals, MCC will file the final regulations with the Secretary of State.
Early 2027: The new regulations and revised manufacturer application are anticipated to take effect. A new manufacturer application period will open at that time. All applications submitted under the new requirements will be reviewed by the Commission using the selection criteria established in the new regulations. The Commission may select up to four manufacturers, as provided by Nebraska law.

The regulations linked below are the current permanent Nebraska Medical Cannabis Commission regulations. These regulations completed the required review and approval process, including approval by Attorney General Mike Hilgers on June 30, 2026, and approval by Governor Jim Pillen on July 1, 2026.
