The commission is currently only accepting manufacturer license applications. No other applications are open at this time.
Manufacturing Applications
The Commission will keep the current manufacturer application period open through December 14, 2026, at 11:59 p.m. CDT.
Important: Applications submitted during the current application period will remain active. However, all applications submitted before the new regulations become permanent will need to be updated and resubmitted after the new regulations take effect.
Once the new regulations take effect, the Commission will open a new application period using a revised application and the new requirements. Applicants may amend and resubmit their existing application, or they may choose to submit a new application. New applicants may also apply during this period. All applications submitted or resubmitted under the new requirements will be reviewed by the Commission using the selection criteria established in the new regulations.
The Commission will provide instructions for amending or submitting an application, including required documentation and the submission deadline, before the new application period opens.
Current Application Form: The application form below is based on the current emergency regulations and is the application form to use during the current application period. The Commission will continue to make it available so that all potential applicants have the same opportunity to apply. A revised application form will be posted when the new regulations take effect.

Applications submitted during the current application period must comply with the current emergency regulations approved by the Commission on January 22, 2026.
Background Check Requirements
Background check requirements for applicants and licensees have changed. Effective September 1, 2026, applicants are required to complete a fingerprint-based national criminal history record check through the Nebraska State Patrol and Federal Bureau of Investigation.
This process is different from the previous Nebraska-only background check process. The revised manufacturer application will include the updated background check requirements.

Anticipated Timeline
Fall 2026 (October–November): MCC will hold the public hearing on the proposed regulations on October 15, 2026. Following the hearing, the Commission will review public comments and any resulting revisions to the proposed regulations. The Commission is scheduled to consider the rulemaking package at its October 19 public meeting and may take additional action or move toward final adoption, depending on the status of the rulemaking process.
Late 2026–Early 2027 (November–January): If the Commission adopts the final regulations, MCC will complete the required state review and approval process with the Attorney General and Governor. This process will take place during the November 2026 election period, which may affect the timing of the state review process. Following the required approvals, MCC will file the final regulations with the Secretary of State. The regulations are anticipated to become effective in early 2027, subject to the required approvals, filing, and statutory effective-date requirements.
Early 2027: The new regulations and revised manufacturer application are anticipated to take effect. A new manufacturer application period will open at that time. All applications submitted under the new requirements will be reviewed by the Commission using the selection criteria established in the new regulations. The Commission may select up to four manufacturers, as provided by Nebraska law.
Cultivator Applications
The Commission will no longer be accepting Cultivator applications at this time.
The application time period for cultivators began September 4, 2025, and ran through September 23, 2025.

Dispensary Applications
The application period for manufacturers has not yet opened and is currently pending legislative action. When the application period becomes available, detailed information and application materials will be posted on this page. Please check back periodically for updates.
In the meantime, attending one of the Commission’s public meetings is the best way to stay informed, as the latest updates, discussions, and decisions regarding the application process are addressed during these meetings.
